In 2025, the Trump administration paused grants authorized by the prior Democratic government, triggering a series of legal challenges from Planned Parenthood and allied organizations. In January, the Department of Health and Human Services (HHS) lifted the freeze on the grants, sparking significant outcry from pro-life advocates.
Many pro-life supporters have since recognized the legal and procedural obstacles that compelled the current administration to release millions of taxpayer dollars to Planned Parenthood and other clinics. Reports indicate that the administration’s hands were tied, as it had withheld funds without amending 42 U.S. Code Part 300, which governs family planning grants.
White House spokesman Kush Desai acknowledged that the administration faced “significant legal challenges” in halting the distribution of Biden-era Title X grants but emphasized that this year would be the last year Planned Parenthood receives such funding.
“Title X funds cannot be used for abortions by law,” Desai stated. “Consistent with President Trump’s Executive Order on Enforcing the Hyde Amendment, the administration remains committed to realigning the Title X program with a pro-life and pro-family agenda moving forward.”
Kristan Hawkins, president of Students for Life, noted that Planned Parenthood continues to receive the funds because “the rules require it.” HHS is expected to announce a new Title X funding opportunity for the next five-year cycle, designed to prioritize life-affirming programs and support the administration’s pro-family objectives.
Government officials involved behind the scenes believe that while the current grants will be disbursed, the administration will be in a stronger position to defund Planned Parenthood in the future.
