Sen. Josh Hawley of Missouri is urging federal health officials to examine Planned Parenthood’s finances and determine whether billions in government funding may have helped support the organization’s expanding transgender services.

“I urge you to direct your investigative efforts toward Planned Parenthood and its role in pushing transgender madness onto minor children,” Hawley said.

His focus now is on uncovering whether the $1.5 billion in funding was directed toward pushing minors toward gender-affirming medication or referring minors for gender-affirming surgical procedures.

“In other words, billions of taxpayer dollars have been taken from those in poverty and the elderly and given to Planned Parenthood,” Hawley said. “Moreover, these funds apparently have been used to prop up Planned Parenthood’s provision of transgender procedures to children.”
Hawley’s letter was sent to Centers for Medicare and Medicaid Services Administrator Dr. Mehmet Oz as part of the administration’s broader efforts to identify waste, fraud, and abuse in federally funded healthcare programs. The senator argues that Planned Parenthood’s activities warrant closer scrutiny because of the organization’s public promotion of transgender-related services, including hormone treatments and referrals for surgical procedures.
The request comes as a congressional prohibition on federal Medicaid funding for abortion providers is scheduled to expire on July 4. Republicans included the restriction in President Donald Trump’s One Big Beautiful Bill Act, but efforts to extend the provision have so far fallen short. Earlier this year, Hawley unsuccessfully sought to prolong the funding ban through 2035.
At the center of the controversy is a Government Accountability Office report published in 2023 that tracked approximately $1.5 billion in Medicare and Medicaid funding that flowed to Planned Parenthood entities between 2019 and 2022. The report documented the funding but did not conclude that the money was used for transgender procedures or services. Hawley nevertheless argues that taxpayer dollars may have indirectly supported those activities by helping sustain the organization’s broader operations.
The senator also pointed to reports indicating that Planned Parenthood’s provision of so-called “gender-affirming care” has increased significantly in recent years. Critics argue that minors should not be prescribed puberty blockers, cross-sex hormones, or other medical interventions that can have lifelong consequences. Supporters of such treatments contend they are medically appropriate in certain circumstances and should remain available under professional medical supervision.
The debate reflects a broader national conversation over the use of taxpayer funds, parental rights, and the growing role of transgender medicine in American healthcare. With the funding restriction set to expire and congressional lawmakers divided over its future, questions surrounding Planned Parenthood’s funding and services are likely to remain a topic of political and legal debate in the months ahead.
