    Lawmakers and Communities Battle Big Tech Over AI Data Centers

    Lawmakers and Communities Battle Big Tech Over AI Data Centers

    As artificial intelligence continues to expand across America, lawmakers are grappling with a growing backlash against the massive data centers required to power the technology. While Congress has introduced numerous bills aimed at addressing local concerns, most have failed to gain traction as powerful technology companies lobby aggressively to protect future development.

    The debate highlights growing tensions between economic growth, technological advancement, energy consumption, and local control.

    Lawmakers have introduced several pieces of legislation to restrict Artificial Intelligence (AI) data centers as more Americans have voiced their opposition to the construction projects in their communities, but many of the bills have continued to languish in Congress.

    Some members of Congress have sought to channel the anti-data center sentiment sweeping across local communities by introducing legislation to resist more construction projects. These pieces of legislation have not advanced beyond the introduction stage, largely because Republicans are split on the issue and have been unable to advance bills from the markup stage, particularly as tech giants like Google and Meta have lobbied heavily against moratoriums, off-grid mandates and other measures.

    Meta launched a pro-AI super PAC effort that was expected to spend around $65 million for the midterms, according to Axios. Another PAC called Leading the Future raised $50 million. Meta also gave $45 million to a federally registered nonprofit, American Technology Excellence Project, to back candidates who “advocate for AI progress,” according to The Washington Post. Google has contributed millions to midterm candidates, including a $5 million donation to the California Leads committee, which supports pro-AI candidates, the Post reported.

    The rapid growth of artificial intelligence has created unprecedented demand for computing power. To meet that demand, technology companies have proposed building large-scale data centers across the country. These facilities house thousands of servers that process and store the information needed to power AI systems.

    Supporters argue that data centers are essential for maintaining America’s technological leadership, particularly as competition with China intensifies. President Donald Trump’s Project Stargate initiative, announced shortly after his return to office, seeks to invest hundreds of billions of dollars into AI infrastructure. Many technology leaders view expanded data-center construction as critical to achieving that goal.

    Opponents, however, have raised concerns about the local impact of these facilities. Many communities worry about increased electricity costs, water consumption, environmental effects, and the loss of local control over development decisions. Those concerns have fueled a growing grassroots movement opposing new projects in several states.

    Republican Pennsylvania Rep. Rob Bresnahan introduced legislation called “The Local Control Protection Act,” which would restrict companies’ abilities to sue municipalities for rejecting applications to build data centers.

    “We should never let billion-dollar corporations supersede the voices of those who live in the community,” Bresnahan said, according to Axios. “The people who live here, work here, and raise their families here are the ones who know what’s best for our communities.”

    Republican Tennessee Rep. Matt Van Epps introduced The Critical Infrastructure Airspace Defense Act Thursday, which could arm companies that own data centers. The proposed legislation was in response to key investors warning about domestic terrorism targeting AI data centers, while critics point out that data centers may be doing more harm than good.

    Several lawmakers have also proposed legislation aimed at shielding consumers from potential utility-rate increases. Senators Josh Hawley and Richard Blumenthal introduced the GRID Act, which would require new data centers to use off-grid power sources and eventually transition existing facilities away from the public electrical grid. Other proposals would require greater transparency regarding energy consumption and environmental impacts.

    Public opposition appears to be growing. Communities across the country have organized petitions, voted against proposed projects, and in some cases enacted restrictions on future development. According to reporting cited in the article, Monterey Park, California, became the first community in the nation to approve a permanent ban on data centers, while voters in several other municipalities have taken action against local officials who supported large-scale projects.

    The debate over AI infrastructure reflects a larger national conversation about how emerging technologies should be governed. While many Americans recognize the economic and strategic importance of artificial intelligence, others question whether communities are being asked to bear excessive costs in pursuit of technological advancement.

    These discussions raise important questions about stewardship, accountability, and the responsible use of innovation. Technological progress can be a blessing when used wisely, but we should also pray for leaders to carefully weigh the impacts on families, communities, and God’s creation. As AI continues to reshape society, let’s seek wisdom about how innovation can serve people rather than simply advancing corporate or political interests.
