    DHS Condemns Minnesota Pardon of Convicted Child Rapist

    DHS Condemns Minnesota Pardon of Convicted Child Rapist

    The Trump administration is sharply criticizing Minnesota leaders after the state’s Board of Pardons voted to grant clemency to a convicted child sex offender who was facing deportation. The decision has reignited debate over the intersection of criminal justice, immigration enforcement, and the responsibilities of elected officials to protect the public.

    Federal officials argue the pardon could interfere with efforts to remove the convicted offender from the country, while Minnesota leaders have defended their clemency process as one that carefully considers all relevant factors, including the wishes of victims.

    The Department of Homeland Security is condemning Minnesota leaders after the state’s Board of Pardons granted clemency to a man convicted of repeatedly sexually assaulting a 10-year-old girl, a move the Trump administration says could complicate his removal from the United States.

    The board, which includes Minnesota Democratic Gov. Tim Walz, Democratic Attorney General Keith Ellison, and state Supreme Court Chief Justice Natalie Hudson, voted on June 10 to pardon Tou Lue Vang, a Laotian national who lost his legal immigration status after his 2006 conviction of first-degree criminal sexual conduct.

    According to DHS, Vang lost his legal immigration status following his conviction and was issued a final order of removal by an immigration judge in 2006. For years, Laos refused to accept many deportees, a policy that changed after President Donald Trump returned to office in 2025. Federal officials say he was on the verge of being deported before the pardon was granted.

    According to the Department of Homeland Security, Vang’s conviction made him removable under federal immigration law, and an immigration judge issued a final order of removal nearly two decades ago. Although Laos had long resisted accepting many deportees, the Trump administration reached agreements that reopened deportations to the country after President Trump’s return to office. DHS argues the pardon could undermine the legal basis for carrying out that removal order.

    Minnesota officials, however, pointed to the state’s clemency process, which included testimony and letters submitted on Vang’s behalf. According to reports, the victim informed the Board of Pardons that she had forgiven Vang and supported his request for clemency, a factor officials said carried significant weight in their decision. The Ramsey County Attorney’s Office opposed the pardon, arguing that the crime was exceptionally serious and noting that family pressure had prevented the young victim from fully cooperating during the original prosecution.

    The case has become another flashpoint in the national debate over immigration enforcement and sanctuary policies. The Trump administration has made the deportation of criminal illegal aliens a central priority, while Democratic-led states have often emphasized rehabilitation and expanded clemency opportunities. Whether the pardon ultimately prevents Vang’s deportation will be determined through the immigration court system, but DHS maintains that removing the underlying conviction could substantially complicate federal efforts.

    This case is yet another example of our state leaders interfering with federal deportation efforts. Left-leaning states like Minnesota have for months now impeded the Trump administration’s efforts to deport criminals.
