    Marco Rubio announced that the Trump Administration has deported a Laotian national convicted of sexually assaulting a child after Minnesota’s Board of Pardons voted to grant him a pardon. Federal officials said the action underscores the administration’s commitment to removing noncitizens convicted of serious crimes, even when state officials take actions that could benefit those individuals.

    The case has drawn national attention because it highlights the differing approaches of state and federal officials on immigration enforcement. While Minnesota’s pardon board cited evidence presented during the clemency process, the Trump administration maintained that the individual’s criminal conviction and final deportation order warranted his removal from the United States.

    Secretary of State Marco Rubio announced Friday that he revoked the legal status of Laotian national Tou Lue Vang, resulting in his deportation by Immigration and Customs Enforcement (ICE). The Minnesota Board of Pardons voted on June 10 to grant Vang a pardon despite his past conviction for repeatedly sexually assaulting a 10-year-old girl.

    “As of today, he has been removed from the United States. Because of our action, this foreign criminal will never pose a threat to any American ever again,” Rubio said in a video posted to X.

    “Americans must never be forced by their elected leaders to live alongside foreign sex criminals who have no right to begin with to reside in our country. This administration will always stand with the American people and defend them from violent criminals,” he said.

    According to the Department of Homeland Security, Tou Lue Vang lost his legal status after his 2006 conviction for first-degree criminal sexual conduct. DHS said an immigration judge issued a final order of removal later that year. The agency also said Vang attempted to persuade his victim not to report the abuse and claimed his actions were rooted in cultural practices.

    The Minnesota Board of Pardons, which includes Gov. Tim Walz, Attorney General Keith Ellison, and Minnesota Supreme Court Chief Justice Natalie Hudson, approved Vang’s pardon on June 10. According to The New York Times, the board considered letters submitted on Vang’s behalf, including one from the victim stating that she had forgiven him and supported his request. Minnesota officials reportedly cited the victim’s statement as a significant factor in granting the pardon.

    The Ramsey County Attorney’s Office opposed the pardon, arguing that Vang had already received a relatively lenient sentence of 30 years’ probation because the victim, who was 12 during the prosecution, faced pressure from family members not to cooperate. DHS also noted that Vang first entered the United States in 1994 after receiving legal status during the Clinton administration. The department further stated that the Minnesota Board of Pardons granted clemency earlier this year to another Laotian immigrant with felony convictions, a case federal officials also criticized.

    This case touches on issues of justice, public safety, and the proper exercise of governmental authority. Scripture teaches that civil government has a responsibility to punish wrongdoing and protect those who are vulnerable.
