President Donald Trump is proposing to make it easier for qualified military veterans to enter the trucking industry while continuing his administration’s push to strengthen commercial driver standards by ousting illegal immigrant truck drivers. The plan, announced this week in Pennsylvania, would automatically make certain veterans eligible for commercial driver’s licenses based on their military driving experience.

Although the proposal has not yet been formally implemented, it reflects two priorities that have shaped the administration’s transportation policies: supporting veterans as they transition into civilian careers and increasing oversight of who is permitted to operate commercial vehicles on America’s highways.

The president said in his speech that “any American who’s driven a heavy truck for our military will automatically be eligible for a commercial driver’s license.”
Current federal regulations already allow states to waive certain CDL testing requirements for eligible service members and veterans with qualifying military driving experience. Trump has proposed changes to the licensing process for veterans, but specific eligibility requirements and how the proposal would differ from existing federal programs have not yet been detailed.
The U.S. Census Bureau reported in 2019 that at least one in 10 truck drivers was a veteran, based on 2017 American Community Survey data. There are roughly 3.5 million professional truck drivers in the U.S., according to the American Trucking Associations.
President Trump made the announcement Wednesday during the Pennsylvania Defense and Innovation Summit in Carlisle. In addition to expanding opportunities for veterans, he said his administration intends to remove “illegal alien truck drivers” from America’s roads. He also expressed concerns about commercial driver safety, arguing that some drivers are unable to read road signs or operate their vehicles safely.
The White House has not yet released an executive order or formal policy establishing the veteran licensing program. As a result, key details remain unknown, including whether veterans would still be required to complete additional federal or state licensing requirements beyond those already available under existing law.
The proposal follows several transportation initiatives undertaken by the Trump administration this year. In March, the administration limited commercial driver’s license eligibility for certain categories of noncitizens, including many asylum seekers, refugees, DACA recipients, and some individuals working under Employment Authorization Documents. Other temporary visa holders remain eligible under current Federal Motor Carrier Safety Administration guidance.
In April, President Trump signed an executive order directing the Department of Transportation to enforce English-language proficiency requirements for commercial truck drivers and review commercial driver’s licenses issued to foreign nationals authorized to work in the United States. Administration officials have defended these actions as efforts to improve highway safety.
The Department of Homeland Security has also highlighted several recent crashes involving immigrant truck drivers, including the July 1 death of Pennsylvania State Trooper Michael Pahira, who was struck and killed by a semi-truck while conducting a traffic stop. Federal officials have cited incidents like these as examples supporting tighter commercial driver standards, although the veteran licensing proposal itself has not yet been released in formal policy.
Government leaders have a responsibility to enact policies that protect the public. As this proposal moves to becoming a potential policy, let us pray that it will successfully pass, that America will have skilled truck drivers, that Americans will stay safe on the road, and that the illegal immigrant truck drivers will return to their country.
