    This Journalist Exposed Fraud. Now California Wants Him Stopped.

    Days after California Gov. Gavin Newsom signed a controversial bill critics have dubbed the “Stop Nick Shirley Act,” the journalist whose name became attached to the measure showed up at the California State Capitol to fight it. The rally, held Wednesday, has ignited a fierce statewide debate over whether the newly signed law, AB 2624, is truly meant to protect immigration services providers, or whether it’s designed to silence journalists who investigate fraud across California. Shirley, whose investigative reporting into alleged fraud in immigration services helped fuel opposition to the legislation in the first place, has become one of the bill’s most outspoken critics, showing up in person to make his case directly to lawmakers and the public.

    Speaking at Wednesday’s rally, Shirley accused state leaders of targeting those investigating fraud rather than the people committing it. “Here in California, the politicians, instead of going after the fraudsters, they’re going after the ones that are going to expose the fraud,” Shirley said.

    Shirley also pointed to the legislation’s author, Assemblywoman Mia Bonta, whose husband, California Attorney General Rob Bonta, serves as the state’s top law enforcement official. “While the attorney general is supposed to go after fraudsters, his wife is doing the opposite,” Shirley said.

    State Sen. Tony Strickland, R-Huntington Beach, called the law unconstitutional and predicted it would face a legal challenge. “AB 2624 is unconstitutional and will be challenged,” Strickland said. “This is not just about one journalist. You have a right to know how your money is being spent and if your money is being wasted.”

    The law is not scheduled to take effect until October 2027, but opponents are already mobilizing to stop it before it does. Huntington Beach City Attorney Michael Gates joined the chorus of critics at the rally, arguing that the law “is designed to prevent accountability, and it violates our First Amendment rights.” Other speakers echoed similar concerns, warning that the issue extends well beyond Shirley himself and could hinder Californians’ ability to scrutinize how their tax dollars are being spent by state and local governments.

    Assemblyman Carl DeMaio, R-San Diego, has taken the fight a step further, formally calling on the U.S. Department of Justice’s Civil Rights Division to review AB 2624 and intervene to block its implementation in court. In an op-ed published in the California Post, DeMaio accused Newsom and state Democrats of knowingly advancing an unconstitutional law in an effort to deter investigations into government fraud. “Newsom and his party know the ‘Stop Nick Shirley Act’ is unconstitutional, but they are trying to slow down investigations into the massive fraud problems they have allowed in state and local government programs,” DeMaio wrote.

    Newsom’s press office has firmly rejected that characterization, insisting the bill has nothing to do with silencing journalists. “All this bill does is protect immigration workers from doxxing and threats. That’s it,” a spokesperson said. But Shirley remains unconvinced, warning that the precedent set by this law could open the door to further restrictions on press freedom down the road. “If they’re willing to violate our First Amendment and the freedom of the press, imagine what they’re going to do next,” he said ahead of the rally. As he put it while addressing the crowd, “This is not the end; this is just the beginning.”

    Proverbs 28:13 reminds us that “whoever conceals his transgressions will not prosper, but he who confesses and forsakes them will obtain mercy.” Throughout Scripture, God consistently calls His people to walk in the light, expose wrongdoing, and hold leaders accountable for their actions, rather than allow corruption to hide in the shadows. A government that works to shield itself from public scrutiny, instead of rooting out the fraud within its own programs, stands in direct opposition to these biblical principles of transparency and justice.

    Freedom of the press and the public’s right to know how their money is spent are not simply political talking points, they are safeguards that protect a free and self-governing people from the abuse of power. When those safeguards come under attack, believers are called to stand firm in prayer, asking God to expose what is hidden and to protect those who labor to bring the truth to light. Let us pray for journalists like Nick Shirley who put themselves on the front lines of accountability, for lawmakers to have the courage to stand against unjust legislation, and for a spirit of transparency to be restored in California’s government.
