(THE HILL) \u2013 President Trump\u00a0<\/span>on Thursday suspended the\u00a0green card\u00a0lottery program, which was used by the suspected gunman in the Brown University and Massachusetts Institute of Technology shootings to enter the U.S.\n<\/p>\n

The suspect, Claudio Neves Valente, a Portuguese national, entered the country in 2017 through the diversity visa (DV) program, which makes up to 55,000 immigrant visas available worldwide through random selection, according to the State Department.\n<\/p>\n

The program prioritizes those from countries with low immigration rates to the U.S. Applicants can then apply for a green card and are subject to the same standards as others seeking permanent residency.\n<\/p>\n

\u201cIn 2017, President Trump fought to end this program, following the devastating NYC truck ramming by an ISIS terrorist, who entered under the DV1 program, and murdered eight people,\u201d Department of Homeland Security (DHS) Secretary\u00a0Kristi Noem\u00a0<\/span>wrote in a\u00a0Thursday post\u00a0on social platform X.\n<\/p>\n

\u201cAt President Trump\u2019s direction, I am immediately directing USCIS to pause the DV1 program to ensure no more Americans are harmed by this disastrous program,\u201d she added.\n<\/p>\n

It\u2019s unclear whether Trump has the power to suspend the visa lottery, which was established by Congress.\n<\/p>\n

Valente was\u00a0found dead\u00a0inside of a New Hampshire storage closet on Thursday, after authorities learned of his whereabouts through an individual who came forward with information about the suspect.\n<\/p>\n

The Saturday shooting at Brown University\u00a0resulted in two deaths, just days before MIT professor Nuno F.G. Loureiro\u00a0was shot and killed\u00a0earlier this week. The FBI previously said there was no link between the two cases.\n<\/p>\n

Targeting the immigration pathway used by the shooter is the second such example in recent weeks of the Trump administration\u00a0broadly restricting immigration\u00a0in response to an incident.\n<\/p>\n

An Afghan national was\u00a0arrested\u00a0in connection with the\u00a0fatal shooting\u00a0of a National Guard member last month in Washington, D.C. The Trump administration then\u00a0placed a hold\u00a0on all pending asylum applications and paused all pending immigration cases by foreign nationals from the 19 countries deemed \u201chigh risk\u201d under Trump\u2019s travel ban.\n<\/p>\n

The president also took actions to\u00a0limit immigration for Afghanistan\u00a0specifically, halting the processing of any visas for the country, effectively ending the pathway for those who aided American war efforts there to the U.S.\n<\/p>\n

In August, the U.S. Citizenship and Immigration Services (USCIS) said they would evaluate whether an applicant has \u201cgood moral character\u201d and take a more \u201cholistic\u201d approach to asylum and citizenship applications.\n<\/p>\n

USCIS said officers must now weigh not just any disqualifying behavior but whether those seeking a pathway to citizenship are in good standing in their community.\n<\/p>\n
