Republicans are turning to budget reconciliation to pass the SAVE America Act into law, but some doubt the process will result in the election integrity measures offered in the current version of the bill.\n<\/p>\n

\u00a0<\/p>\n

\u201cThere\u2019s a lot of support for a budget reconciliation bill,\u201d Majority Leader Thune, R-S.D., told press this week. While the budget\u00a0reconciliation\u00a0process, the process that resulted in the \u201cOne Big, Beautiful Bill\u201d last year, circumvents the Senate\u2019s 60-vote cloture rule, some Republicans doubt that the SAVE America Act would end up on President Donald Trump\u2019s desk.\n<\/p>\n

The GOP strategy to pass the SAVE America Act has changed rapidly this week.\n<\/p>\n

Over the weekend, Trump was pushing the Senate to pass the SAVE America Act using the talking filibuster, which would circumvent the Senate\u2019s 60-vote cloture rule, before reopening the Department of Homeland Security.\n<\/p>\n

After a meeting with Republican senators at the White House on Monday afternoon, however, Republicans have shifted to attempting to pass the SAVE America Act in a second\u00a0reconciliation\u00a0bill.\n<\/p>\n

But budget reconciliation has rules that could prevent the SAVE America Act from being included in the legislation.\n<\/p>\n

\u201cI\u2019m\u00a0all for it, but I have not heard a single person make a cogent case that SAVE America\u00a0Act is\u00a0Byrd-able, that it will pass muster in the\u00a0Senate,\u201d\u00a0Rep. Brandon Gill, R-Texas,\u00a0said on \u201cThe Signal\u00a0Sitdown.\u201d\n<\/p>\n

The Byrd Rule directs the Senate parliamentarian to block provisions unrelated to the budget from being a part of a reconciliation package.\u00a0Conservatives are concerned that because the SAVE America Act\u2019s provisions center around proof of citizenship to vote and implementing nationwide voter ID, it would not survive the parliamentarian\u2019s \u201cByrd bath.\u201d\n<\/p>\n

\u201cIf\u00a0it is, great. But I do not think that we should be getting our\u00a0voters and the American people\u2019s hopes up that\u00a0that\u2019s\u00a0going to work,\u201d Gill said.\n<\/p>\n

\u201cThe purpose of all of this is not to message,\u201d Gill continued.\u00a0\u201cIt\u2019s\u00a0to get this on the president\u2019s desk. And candidly, I\u00a0don\u2019t\u00a0think reconciliation is the way to do that. I think that if it were, we\u00a0likely would\u00a0have done it in the first reconciliation bill, but we\u00a0didn\u2019t.\u201d\n<\/p>\n

The House Freedom Caucus also doubts that the SAVE America Act will survive reconciliation. \u201cSenate Republicans claiming they will pass the SAVE America Act via budget reconciliation are gaslighting you,\u201d the caucus posted on X.\n<\/p>\n

Rep. Keith Self, R-Texas, and Sen. Mike Lee, R-Utah, two members who have been pushing hard for this\u00a0legislation to reach the president\u2019s desk, agreed that this is not\u00a0a viable\u00a0option.\u00a0Self went\u00a0as far as to say that anyone who says they can\u00a0is\u00a0\u201clying to you.\u201d\n<\/p>\n

The\u00a0Republican Study Committee, chaired by\u00a0Rep.\u00a0August Pfluger, R-Texas,\u00a0previously put out a\u00a0framework for a second reconciliation\u00a0bill in January,\u00a0focused\u00a0on housing, health care, and energy.\n<\/p>\n

Pfluger suggests that reconciliation offers a path forward for these issues and for the SAVE America Act.\n<\/p>\n

\u201cWhen 84% of Americans support requiring proof of citizenship to vote and the Left is still blocking it, that tells you everything you need to know about why reconciliation is the only path forward,\u201d\u00a0Pfluger\u00a0told The Daily Signal.\n<\/p>\n
