I\u2019m quite convinced that it can\u2019t be that every Senate Republican read the language of this bill,\u201d\u00a0Johnson said, going on to read the Senate-passed bill language that provides zero dollars for Immigration and Customs Enforcement (ICE) and border security operations.\n<\/p>\n<p>\u201cWe\u2019re not doing that,\u201d Johnson said. \u201cAnd it is unconscionable to me that the Democrats would force some sort of negotiation at three o\u2019clock in the morning.\u201d\n<\/p>\n<p>Johnson said he intended to hold a vote \u201cas soon as possible\u201d\u00a0on a continuing resolution (CR) to fund the entirety of DHS through May 22. Such a bill will mark the fourth time that the House has passed funding for the full department.\n<\/p>\n<p>He also said he had spoken to President Trump moments earlier.\n<\/p>\n<p>\u201cHe understands exactly what we\u2019re doing,\u201d Johnson said\u00a0of Trump.\n<\/p>\n<p>Conservatives in the House had fumed at the Senate deal, which caught House members by surprise and\u00a0passed in the wee hours\u00a0of Friday morning. The Senate bill funds much of the DHS, including the Transportation Security Administration (TSA), but not ICE or Border Patrol.\n<\/p>\n<p>Those parts of the DHS are at the center of the shutdown fight. Democrats have demanded reforms after DHS personnel shot and killed two U.S. citizens in Minneapolis in January in separate incidents.\n<\/p>\n<p>Members of the House Freedom Caucus had put pressure on House GOP leaders to reject the deal earlier Friday.\n<\/p>\n<p>House GOP leaders were also outraged at the Senate deal.\u00a0Johnson was visibly frustrated in comments to reporters as he slammed the Senate GOP bill, putting him at odds with his counterpart in the upper chamber, Senate Majority Leader\u00a0<span class=\"person-popover\" data-nid=\"15263\">John Thune\u00a0<\/span>(R-S.D.).\n<\/p>\n<p>\u201cI wouldn\u2019t call John Thune the engineer of this,\u201d Johnson said. \u201c<span class=\"person-popover multiline\" data-nid=\"11571\">Chuck Schumer\u00a0<\/span>and the Democrats in the Senate have forced this upon the Senate. I have to protect the House.\u201d\n<\/p>\n<p>The Speaker argued that it is the Democrats, not Republicans, that \u201cwant to use people as pawns.\u201d\n<\/p>\n<p>GOP leaders also expressed\u00a0their displeasure to members on an earlier call. House Majority Whip\u00a0<span class=\"person-popover\" data-nid=\"34621\">Tom Emmer\u00a0<\/span>(R-Minn.) warned the conference that the Senate bill would set a dangerous precedent to defund entire programs in appropriations bills, another source said.\n<\/p>\n<p>But on the other ideological side of the conference, moderate House GOP members expressed skepticism about the idea of an eight-week DHS stopgap on the call, sources said.\n<\/p>\n<p>There is little chance of an eight-week DHS stopgap, though, passing in the Senate, which would need Democratic support to clear the chamber\u2019s 60-vote threshold. Senate Minority Leader Chuck Schumer (D-N.Y.)\u00a0posted\u00a0on social media\u00a0that such a measure would be \u201cdead on arrival\u201d in the Senate.\n<\/p>\n<p>The bill funding much of DHS also passed the Senate by unanimous consent, underlining its broad support, even as Johnson on Friday sought to put the blame on Senate Democrats.\n<\/p>\n<p>Trump has not publicly weighed in on whether or not he supports the Senate deal.\n<\/p>\n<p>Trump\u2019s executive order to pay TSA agents despite the shutdown is also removing a key pressure point that otherwise might prompt lawmakers to come to a compromise.\n<\/p>\n<p>Trump on Thursday, as the Senate was trying to negotiate a deal, announced he would fund TSA. It\u2019s expected Trump would use money from the One Big Beautiful Bill Act that was approved last summer.
