The House will recess after Thursday for a week.\n<\/p>\n<p>On Wednesday night, after days of struggling to come to a deal, the House passed a resolution unlocking the process of\u00a0budget reconciliation, allowing Republicans to fund immigration enforcement without needing Democrat votes in the Senate.\n<\/p>\n<p dir=\"ltr\" lang=\"en\">.<a href=\"https:\/\/twitter.com\/SpeakerJohnson?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@SpeakerJohnson<\/a>: \u201cDespite unrelenting predictions from many of you today in the press that we would fail this week, we did exactly the opposite.\n<\/p>\n<p>I\u2019m really glad to tell you that House Republicans pulled together and delivered major pieces of legislation and huge priorities for\u2026 <a href=\"https:\/\/t.co\/sbbipFXVwW\">pic.twitter.com\/sbbipFXVwW<\/a>\n<\/p>\n<p>\u2014 Speaker Johnson War Room (@speakerwarroom) <a href=\"https:\/\/twitter.com\/speakerwarroom\/status\/2049920127815074016?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 30, 2026<\/a><\/p>\n<p>In order to do so,\u00a0Republican leadership\u00a0had to overcome some rank-and-file members\u2019 complaints about a piecemeal approach to funding the\u00a0Department of Homeland Security, in which Republicans would fund the agency\u2019s non-immigration responsibilities in a separate bipartisan bill.\n<\/p>\n<p>Rep. Chip Roy, R-Texas, an opponent of the piecemeal approach, explained to reporters why he did not demand a recorded vote on Thursday.\n<\/p>\n<p>\u201cIf there was a vote, I would\u2019ve voted no,\u201d he said. \u201cBut we weren\u2019t going to win that vote, so we decided to let it pass by voice vote.\u201d\n<\/p>\n<p>Roy has argued that leaving immigration funding outside of the typical bipartisan process risks a partisan targeting of funding in the future.\n<\/p>\n<h2 class=\"wp-block-heading\">Final Touches<\/h2>\n<p>House Republicans also overcame bitter disagreements in passing a three-year extension of the Foreign Intelligence Surveillance Act.\n<\/p>\n<p>A faction of Republicans had for weeks demanded major reforms to the espionage program to prevent the surveillance of American citizens.\n<\/p>\n<p>Leadership ultimately won them over with\u00a0warrant reforms, as well as a prohibition on the development of a central bank digital currency\u2014something privacy hawks have long argued could be used as a potential surveillance tool.\n<\/p>\n<p>The future of the House\u00a0FISA bill\u00a0is uncertain in the Senate, and the surveillance authority expires at midnight.\n<\/p>\n<p>Senate Majority Leader John Thune, R-S.D., has said the House\u2019s FISA bill is \u201cdead on arrival\u201d in the Senate due to the central bank digital currency ban.\n<\/p>\n<p>Senate Republicans are\u00a0attempting to advance a 45-day FISA extension.\n<\/p>\n<p>The House would have to fast-track this bill under a process known as \u201csuspension of the rules\u201d with a two-thirds vote in order to meet the deadline.\n<\/p>\n<p>This is usually forbidden on Thursdays and Fridays, but the House Rules Committee, a leadership-controlled panel, voted to make an exception this week in a resolution that passed on Thursday.\n<\/p>\n<p>Johnson said after the DHS vote that the Senate should pass the House\u2019s FISA bill to \u201ccheck the last box,\u201d saying they \u201cdon\u2019t seem to have another alternative.\u201d\n<\/p>\n<h2 class=\"wp-block-heading\">Farm Bill<\/h2>\n<p>Johnson\u2019s other success was passing a massive\u00a0farm bill\u00a0by a 224-200<em>\u00a0<\/em>margin to revamp agricultural policy and provide assistance to farmers ahead of the midterm elections.\n<\/p>\n<p>Several members initially objected to elements in the bill, prompting Republicans to set up several amendment votes on subjects of disagreement before the farm bill ultimately passed.\n<\/p>\n<p>Rep. Anna Paulina Luna,\u00a0R-Fla., for example, objected to language blocking state regulations of pesticide companies, and her amendment changing this provision passed 280-142.\n<\/p>\n<p>Midwestern Republicans, hoping to score a win with corn farmers in their districts ahead of midterms, demanded that leadership work with them to build a regulatory environment more friendly to ethanol-blended gasoline, which is often derived from corn.\n<\/p>\n<p>Thune has indicated the Senate wishes to proceed with its own farm bill.\n<\/p>\n<h4>Share your prayers for our leaders in congress below.<\/h4>\n<p><em>This article was originally published at The Daily Signal.
