As parliamentarian, MacDonough\u2019s go-ahead is traditionally required to approve individual items passed under the partisan process.<\/p>\n<p data-start=\"822\" data-end=\"1137\">Republicans are seeking to use the reconciliation process\u2014which is not subject to the filibuster\u2014to pass $72 billion in funding for Immigration and Customs Enforcement (ICE) and Customs and Border Protection, which has been blocked by Democrats in the wake of fatal shootings of U.S. citizens by immigration agents.<\/p>\n<p data-start=\"822\" data-end=\"1137\">\n<p data-start=\"1139\" data-end=\"1500\">The dispute highlights the increasingly tense battles over Senate procedure and reconciliation rules as Republicans work to advance key portions of President Trump\u2019s agenda without Democratic support. Because reconciliation bills bypass the Senate filibuster, lawmakers must comply with strict rules governing what can and cannot be included in the legislation.<\/p>\n<p data-start=\"1502\" data-end=\"1879\">The proposed White House funding reportedly followed increased security concerns after an alleged assassination attempt tied to an event outside the White House complex.
