Her departure set off a scramble within Washington over who would lead the intelligence community during the transition period.\n<\/p>\n<p>Much of the controversy has centered on Bill Pulte, whom President Trump selected to serve as acting DNI. Critics from both parties questioned whether Pulte possessed the national security experience necessary for the role, while supporters pointed to his record leading the Federal Housing Finance Agency and his efforts to investigate alleged wrongdoing by political figures.\n<\/p>\n<p>Congress has balked at Pulte\u2019s appointment and the House of Representatives voted down the reauthorization of the federal government\u2019s foreign spying powers in protest Thursday morning.\n<\/p>\n<p>That authority, Section 702 of the Foreign Intelligence Surveillance Act, will expire at 11:59 p.m. Friday absent quick action by legislators.\n<\/p>\n<p>Senate Democrats also voted after Trump\u2019s announcement to block a short-term extension of the FISA authority as well, likely meaning the foreign spy power will lapse since the House will remain in recess until June 24.\n<\/p>\n<p>The debate over leadership and surveillance authority has elevated the stakes surrounding Clayton\u2019s nomination. Section 702 of the Foreign Intelligence Surveillance Act has long been a source of controversy, with supporters arguing it is critical for national security and opponents warning about potential abuses and warrantless surveillance of Americans.\n<\/p>\n<p>Clayton brings significant legal and regulatory experience to the position. In addition to serving as SEC chairman during President Trump\u2019s first term, he has led the U.S. Attorney\u2019s Office for the Southern District of New York, one of the nation\u2019s most prominent federal prosecutorial offices.
