In the summer and fall of 2020, the IC watched a foreign adversary, Venezuela, move from theoretically hacking the machines to creating a practical plan that would accomplish it. The plan was apparently so good that a post-election hand-audit would not have been able to detect that the ballots had been changed.\n<\/p>\n
The same vulnerabilities used to hack the machines and change ballots were recently tested by the Department of Homeland Security (DHS), which determined that those vulnerabilities still existed, according to that July report.\n<\/p>\n

During his White House address, President Trump said the declassified documents also show the Chinese Communist Party obtained approximately 220 million American voter records through what he called the largest compromise of election data in U.S. history.
