President Donald Trump’s administration has unveiled a sweeping new counterterrorism strategy that signals a dramatic shift in how the federal government plans to confront threats facing the nation. The 16-page “America First” strategy expands the scope of counterterror efforts beyond radical Islamic terrorism to include violent left-wing extremism, cartels, and transnational gangs, while also pledging to protect Americans’ constitutional freedoms.

“For the 25th Anniversary of the 9/11 terror attacks, America has returned to a common sense and reality-based Counterterrorism Strategy,” the document states.
“President Trump has affected a complete revision of how we defeat threats to America predicated on national sovereignty and civilizational confidence and the objective of destroying the groups who would kill Americans or hurt our interests as a free nation.”

Though U.S. counterterror efforts have long focused on threats posed by radical Islamist groups, the new strategy document also lists “Violent Left-Wing Extremists” and “Narcoterrorists and Transnational Gangs” among the top three major categories of terror groups.
Expanded Counterterrorism Focus
One of the most notable aspects of the new strategy is its broadened definition of terrorism threats. For years, federal counterterrorism efforts centered almost exclusively on radical Islamist organizations. Now, the administration is openly identifying violent left-wing extremist groups and transnational criminal networks as major threats to the nation’s security.
The document specifically references violent secular political groups tied to anti-American ideology, anarchism, and radical gender activism. It also highlights connections between some far-left movements and international organizations like Antifa. The administration says it intends to use every constitutional tool available to identify and neutralize groups that seek to harm Americans or destabilize the nation.
A Shift Toward the Western Hemisphere
Another major theme in the strategy is the growing focus on the Western Hemisphere. Rather than concentrating primarily on the Middle East and Asia, the Trump administration is directing significant attention toward Latin American cartels and criminal organizations operating closer to America’s borders.
The strategy calls for “neutralization of hemispheric terror threats” and points to recent actions already taken by the administration, including designating numerous cartels as foreign terrorist organizations and authorizing military operations against drug trafficking networks in the Caribbean and Eastern Pacific. The administration argues that these criminal enterprises are not merely law enforcement problems, but national security threats tied to violence, trafficking, and destabilization throughout the region.
Expanding International Cooperation
The administration’s strategy also places heavy emphasis on strengthening partnerships with allied nations. President Trump’s team argues that America must work more aggressively with international partners to confront terrorism, narco-trafficking, and extremist movements before they reach U.S. soil.
Recent agreements with nations throughout Latin America and the Caribbean reflect this approach. The administration has also emphasized the use of financial pressure, cyber operations, covert action, and information campaigns to undermine terrorist organizations and weaken anti-American propaganda efforts. According to the document, these informational tools had been neglected in recent years and must now be restored to combat extremist narratives effectively.
Promise of an Apolitical Approach
At the same time, the strategy repeatedly stresses that counterterrorism powers should never be weaponized against innocent Americans for political reasons. The document directly addresses concerns many conservatives have raised in recent years regarding alleged government targeting of Christians, parents, and political dissenters.
The administration pledges that counterterrorism efforts will be “apolitical” and based on “reality-based threat assessments.” It also vows to protect Americans’ God-given constitutional rights while restoring trust in federal law enforcement and intelligence agencies. For many believers, this portion of the strategy speaks to growing concerns about government overreach and the importance of preserving both national security and civil liberties.
As intercessors, we know America desperately needs both security and righteousness. While leaders work to confront genuine threats against our nation, we must also pray that justice, wisdom, discernment, and constitutional integrity guide every action taken by those in authority.
