Democrat-led states are waging an unprecedented legislative war against President Donald Trump’s immigration enforcement agenda, flooding statehouses with nearly 250 bills designed to obstruct federal deportation efforts. The scale of this pushback reveals just how deeply divided the nation remains over immigration policy, and how far state legislatures are willing to go to resist federal authority.

Beyond the statehouse, a parallel legal offensive is also underway, with activist groups filing thousands of lawsuits in an apparent strategy to overwhelm the administration’s ability to enforce the law.

A review by the left-wing State Futures organization discovered 242 pieces of legislation in 32 states, of which about a fifth have already passed, OregonLive reported.
Various measures in the bills seek to ban federal law enforcement officers from wearing masks, which is a move the president has blasted as unconstitutional. They also aim to deny federal agents from being able to use undercover license plates, which the administration has sued to stop. Additionally, the bills aim to prevent Immigration and Customs Enforcement (ICE) officers from using government property and prevent federal officials from opening new detention facilities.
The left is using liberal judges to obstruct the president’s mandate, says James Percival, General Counsel for the Department of Homeland Security: “They know if they can just get enough crazy district judges to do enough crazy things, they can run out the clock.” “That’s the strategy,” he added.
Fifty-three of these bills have already been signed into law across 17 states, though most now face legal challenges from the federal government. Notably, even some Democrat governors have vetoed measures they considered too extreme, suggesting the resistance movement is not entirely unified. Much of this legislative effort is being coordinated alongside activist law firms engaged in what critics call “lawfare,” a coordinated legal strategy to bog down the administration in litigation. Breitbart News recently reported that pro-amnesty groups have filed roughly 20,000 lawsuits aimed at halting Trump’s immigration agenda, many of them landing before judges appointed by former Presidents Barack Obama and Joe Biden.
The numbers behind this judicial resistance are striking. Biden-appointed judges ruled against ICE in 92 percent of nearly 6,000 cases, while Obama-appointed judges ruled against the agency in 95 percent of over 4,000 cases. By comparison, Trump-nominated judges sided with ICE in just 34 percent of cases, a gap that underscores how heavily the outcome of these legal battles depends on which judge happens to hear the case rather than the merits of the law itself. This pattern suggests a coordinated effort to use the judiciary as a check against enforcement, regardless of legal precedent or the will of voters who elected Trump on a platform of stronger immigration enforcement.
