American parents and school administrators believe they are sending students on cultural exchange trips to China. According to a new report, what they are actually doing is enrolling their children in a Communist Party influence operation.

A report from the parents’ rights organization Defending Education reveals that at least 83 U.S. universities and 26 K-12 schools across 30 states have participated in the Young Envoys Scholarship, a Chinese government exchange program launched by President Xi Jinping in 2023. The program aims to bring 50,000 young Americans to China over five years — and critics say its real purpose has nothing to do with cultural understanding.
The program is operated by the China Education Association for International Exchange, an organization whose stated guiding ideology includes Marxism-Leninism, Mao Zedong Thought, and Xi Jinping Thought. Michael Lucci of State Armor said the Chinese Communist Party is using educational exchanges as part of a broader campaign to shape how Americans perceive its regime, according to The National Pulse. Defending Education’s Reagan Dugan put it more bluntly: “Families are being sold cultural exchange. What they’re actually getting is a Party-run pipeline into their kids’ classrooms.”
One example from a 2025 program newsletter underscores the concern. Twenty-seven Chicago high school students traveled to Xinjiang — a region where the CCP stands accused of widespread human rights abuses against Uyghurs — and returned having participated in cultural activities that presented the region favorably. Beijing denies using exchange programs for political purposes.
The financial scale of Chinese influence in American higher education adds further context. During just a six-month period in 2021, Chinese sources sent $168 million in gifts to American universities. State-sponsored institutions alone, including the University of Illinois System, received $26.5 million of that total. Dugan and other critics are calling for greater disclosure requirements when American schools partner with Chinese government-affiliated organizations.
Scripture warns repeatedly against deception — and what this report describes is deception aimed at the youngest and most impressionable members of society. A government that openly espouses Marxism-Leninism as its guiding ideology is not a neutral cultural partner; it is an ideological adversary using access to American classrooms as a strategic asset. Believers can pray for discernment among parents, educators, and policymakers, and for the courage of those willing to name what is actually happening — even when doing so is inconvenient.
