    Trump Plan Could Pay Parents to Stay Home With Their Kids

    The Trump administration is considering a major change to federal childcare policy that could allow some families to receive government assistance even when a parent stays home to care for their own children.

    Under a draft proposal, married couples with one full-time working parent and one stay-at-home parent could become eligible for assistance through the Child Care and Development Fund (CCDF). The proposed change would establish a new category known as “parent-based childcare,” allowing qualifying families to use federal childcare assistance when a parent, rather than an outside provider, cares for the child.

    The proposal has not yet been finalized. According to The New York Times, which reviewed a draft, one spouse would generally need to work at least 35 hours per week while the other remained home with the child. Families would also have to meet income requirements. The draft reportedly applies only to married couples, potentially raising legal questions over the distinction between married and unmarried parents.

    The CCDF is a roughly $12 billion federal-state program administered by the Department of Health and Human Services. It was created in the 1990s primarily to help lower- and moderate-income parents afford childcare while they work, attend school, or participate in job training. Current federal rules generally require parents receiving assistance to be working or participating in education or training, while income eligibility is capped federally at 85% of a state’s median income, although states can impose lower limits.

    The reported proposal would represent a significant change by recognizing care provided by a parent at home as eligible for federal support. The White House signaled earlier this year that it wanted childcare reforms that would expand parental choice and “better empower stay-at-home parents,” describing those efforts as part of a broader family-policy agenda.

    The change could have substantial implications because CCDF resources are limited. The program currently helps cover care for roughly 1.3 million children, while hundreds of thousands of eligible children around the country remain on waiting lists for childcare assistance. Critics of the proposed change argue that adding a new group of eligible families without increasing the program’s funding could leave fewer resources available for parents who need outside childcare in order to work or attend school.

    Supporters, meanwhile, argue that federal childcare policy should not favor families that purchase outside childcare over those that sacrifice a second income so a parent can raise children at home. The proposal could provide such families with financial assistance that has historically been largely unavailable to them.

    The administration’s draft could still change before becoming official. According to current reporting, a proposed rule would need White House approval and publication for public comment before it could ultimately take effect.

    For intercessors, the debate raises broader questions about how government policy should support parents, marriage, work, and the raising of children.
